and 'swaying towns and villages' alternate. Before we explain this in more detail, we will first consider the legitimacy of the choice to give free rein to the water in this part of the country. The argument to leave or flood the western Netherlands in the distant future does not do justice to the identity of the Netherlands. Saying goodbye to the low polder country is like Switzerland without mountains. Not that this landscape heritage must always be maintained at all costs– after all, it is necessary in to raise the water level in peat meadow areas to prevent oxidation, subsidence and CO2 emissions. And yes, the sea level can rise swiftly, resulting in insecurity and salt seepage. But filling the 'bathtub' and giving up the most essential part of our identity in advance is the other extreme. That is why our plan is for a heroic and climate-adaptive Netherlands, where the age-old struggle against and with water is still visible. That's why, according to Lucebert: 'everything of value must become resilient'. Partly for this reason, the boundary between inside and outside the city will be drawn once again in the Blue Heart. In dry urban polders surrounded by ring dikes, historic and new city districts are located - where stacking functions, 'topping up',

modular construction and the use of 'clean' building materials have become fashionable. Outside the urban polders, the water pressure is high and we have accepted that the water is sometimes high or even returns permanently. This means that residential areas are 'amphibious': adaptive, flexible, on piles, demountable, movable, with low densities and 'guests' in the wetland landscape. The infrastructure is also adaptable, aquatic and 'light'. These floating neighborhoods sway with the fluctuating water levels. We no longer stand with our backs to the water, but make use of the opportunities offered by the water. This 'water-based building' takes place, among other things, on the AmsterdamAlmere urbanization axis – in the IJmeer and around Fort Pampus. A Pampus city fits into the spatial structure of the Amsterdam region already established in the General Expansion Plan (AUP) and has often been the subject of study. The location is an extension of IJburg and has optimal conditions to implement and scale up this 'water-based urban development'.

Kantstad

Contourcity

The Contourcity, which unfolds on the high grounds of Brabant and Limburg, and in the Achterhoek, Twente, Drenthe and Overijssel, can be described as a collection of small and medium-sized cities in a green and scenic environment. It consists of attractive settlement sites, at the transition from low and wet to high and dry. New high-speed trains connect the Contourcity with the old cities in the west and the new Dune City in 25 minutes. This urban area is energy neutral, flexible in design, healthy and green, with plenty of room to move and makes use of the latest technologies. The Contourcity is urbanizing, but in a different way than we are used to. The former countryside – which once suffered from population decline and aging but underwent a renaissance toward 2121 – plays a key role in this. Due to digitization and working from home, the need to live close to work has disappeared and more and more people are looking for peace, space and a sense of community in a living environment. Because a large part of the farmers have stopped or bought out, half of the agricultural land in the east and south became available for the construction of many homes – made from wood and other biobased materials, such as hemp and humus.

Finally, a look at how this vision of a Dune City, Blue Heart and Contourcity affects four sectors, namely agriculture, energy production, water and nature, and mobility.

The traditional agricultural area has shrunk to half its current amount in 2121. In the Blue Heart, especially saline agriculture is possible, partly under water, with products such as glasswort, sea kale and broccoli. Greenhouse horticulture remains possible for the cultivation of high-quality and healthy products that once belonged to a niche, but now occupy a fully-fledged market share. Think of herbs and cresses, sea lavender and seaweed. Here and there traditional food (fruit and vegetables) is still grown, as part of a circular agriculture in which energy and raw materials are reused as much as possible. Off the coast are seaweed and algae farms, symbols of aquaculture, which is a new food source.

In the Contourcity, in addition to food, raw materials are mainly grown for the biobased economy, such as hemp, humus and flax, which are used to make highquality bio products – such as building materials, biopolymers, cosmetic and pharmaceutical products, and clothing. The traditional cultivation of potatoes and sugar beet has largely disappeared. Circular agriculture is nature-inclusive and stimulates nature development. The recovery of the meadow bird population is characteristic. In particular, the black-tailed godwit, once

almost extinct, has made a spectacular comeback and is a symbol of the increased biodiversity in the Netherlands. Energy production is fully integrated into the landscape. There are still tens of thousands of gigantic windmills in the North Sea, but on land they have almost all been demolished and replaced by small windmills on roofs. Windmills on land are only located in appropriate places, such as in Flevoland, Zeeland and along dikes, highways and industrial estates. The many sunbathing areas have also disappeared, mainly because of the damage to nature and landscape that they caused. Instead, 2.5 billion square meters of roof and facade surface – plus noise barriers along roads and railways – are used to generate energy.

Half of the vacant agricultural land has been used for nature development. This mainly concerns the planting of new forest. Partly for the production of wood as an alternative to traditional and polluting building materials such as cement, steel and concrete, partly for biodiversity and tackling environmental and climate problems. The major rivers have become wider and the number of water retention areas has increased significantly – to maintain the drinking water supply, at least during prolonged periods of drought. Due to this drought – every three years it

In the Contourcity in particular, there are so-called 'integrated energy landscapes', where various sources such as wind, sun and hydrogen are combined. Off the coast are energy islands where generated energy is stored with hydrogen, on land there are nature-friendly 'energy storage lakes'. Geothermal and aqua thermal energy are dominant and sustainable heat sources for the built environment. The high-tech industry is supplied with energy by large hydrogen power plants, which are mainly located in the Randstad conurbation. Many roofs have been greened, not only to retain abundant rainfall, but also to protect buildings to isolate.

31

is extremely dry and warm – the cities have also adapted. They are greener and better equipped to deal with the effects of climate change. In the Blue Heart, water is a binding agent – living, working and recreation largely take pEdge on the water. Mobility in the Netherlands struggled with it for so long. After the transport network finally came to a standstill, radical action was taken. A completely new infrastructure was born, in which the car is no longer central, but public transport. An integral rail connection (a metro-like train connection, where a train departs every five minutes) connects all large and medium-sized municipalities, and a hyperloop system across the Netherlands is available for superfast transport. In the cities themselves, the emphasis is on underground transport. In addition, everything has been done to tempt residents to walk and cycle as far as possible. Facilities and recreational areas are nearby, and stations are easily accessible via, such as supralocal fast bicycle connections. Electric is the norm, with a variety of electric bicycles, 'bicycle cars' and scooters. Shared mobility concepts are is thriving.

III.

DE EERSTE STAPPEN OP HET LANGE TRANSITIEPAD THE FIRST STEPS ON THE LONG TRANSIT PATH Het toekomstbeeld ligt op tafel, maar hoe geraken we daar?

The vision of the future is suggested, but how do we get there? How do we ensure that the inevitable transitions lead to the Netherlands remaining a desirable place to live? How do we prevent the great upheavals from 'happening' to us and how do we bridge the long time needed to steer transitions in the right direction?

For all these questions, it is of great importance that from now on our actions – all actions and decisions – are fully at the service of the future spatial planning that we are striving for.

The first step, namely mapping out and discussing not only the spatial consequences, but also possible solutions that the major changes entail (and in which no square meter remains untouched), has been put in this journal. But it's only the beginning: the choices and interventions that lie ahead are not always pleasant and easy to accept. To keep our delta robust and safe, there is much to fight for and to win. A lot will change anyway, and that creates fear and uncertainty. The lack of organizational capacity, the shortsighted investments in real estate and infrastructure and the growing distrust in governance, policy and scientific knowledge are hurdles to overcome. The biggest challenge, however, is the way in which we involve citizens, and prepare them for the solutions. Only on the basis of shared knowledge, we can take on the journey of transition and take the first steps as quickly as possible.

The importance of doing things together, like participation is obvious. The world is complex, information is widely accessible and citizens are well educated and empowered. By giving everyone the opportunity not only to think along, but also to participate, support for and acceptance of changes increases. At the same time, it is good to also recognize the disadvantages of participation – with regard to representativeness and democratic legitimacy, and that participation should not mean that the government can shake its hands of business.

Participation is successful if the 'quiet middle' is heard, which, according to research, is remarkably often positive about climate plans and sustainable interventions. It is important to get the nuances on the table. Instead of for or against, the conversation should be about preconditions and implementation. Instead of government versus citizens' initiative, it should be about symbiosis. With good participation, we come from abstract plans to concrete measures that also work out well for residents and users.

Participation only really comes into its own when citizens, companies and social organizations have to deal with a government that knows what it wants. That is why we also advocate the formation of a spatial vision at national level – including implementationoriented policy. Where can and should houses be built? Where will which electricity grids be expanded? Which railway lines will be added? In the Netherlands we had a rich tradition in organizing and directing spatial developments. Such frameworks are currently lacking, although the National Environmental Vision (NOVI) is a hopeful restart. Nevertheless, further guidance from a new cabinet is needed, as are clear choices that provide insight into where concrete solutions can be found. If everything is left to local authorities and market parties, optimal solutions will not emerge. Government control is therefore necessary to effectively link long-term perspectives to short-term decision-making.

It is also advisable to turn the Netherlands into a digital twin, a spatial database in which all relevant information – in 3D and quantified – is available. This so-called DigiNL offers the possibility to test and visualize all initiatives required for the change tasks in three dimensions. Everyone helps to 'fill' the spatial model, to make it as precise and detailed as possible. When DigiNL is operational, it will provide insight into how the Netherlands is changing due to transitions and decisions taken. This creates a common platform to exchange and test ideas, initiatives and project plans. DigiNL can be integrated with the use of the Environment and Planning Act, as a testing instrument for new plans. Trust is necessary in such cases, so that politicians, the market and society continue to invest in and build for the future. The time needed to implement the major transitions, and the urgency that climate change, population development and the declining quality of nature and quality of life evoke, mean that necessary investments in our space now require a joint plan for the coming century – because at this moment, the desired involvement of investors is at odds with the uncertainties of the current climate policy. Only then can financial institutions, companies, citizens and governments make the necessary efforts in time to secure the robust future outlined here.

This requires direction, but above all planning and design. Spatial planning is a profession that the Netherlands was famous for worldwide, which is now in urgent need of a re-evaluation. This brings us to the power of the imagination. As mentioned before, it helps if we can imagine what a future renovation might look like. Designers and spatial thinkers have done a lot of research into this and are capable of making the future visible and imaginable. Our plan for 2121 is just one example.

Finally, it helps if some preconditions are met. For example, knowledge of the subsurface, soil and water is necessary to make the right decisions about the layout of the space. Not everything is possible everywhere, and it is smart to take advantage of the opportunities offered by the subsurface utilize.

35

EEN TERUGBLIK OP 100 JAAR WERKEN AAN NEDERLAND A LOOK BACK AT 100 YEARS OF WORKING ON THE NETHERLANDS

In 2121 is Nederland onherkenbaar veranderd.

In 2121, the Netherlands has changed beyond recognition. More has happened in the past 100 years than in the previous 1000 years. A new Delta Plan has been completed, although it came almost too late. In 2021, the Netherlands seemed safe until at least 2050. It was only late that it was realized that the implementation of a new Delta Plan would take at least 30 years. That realization only really dawned after a few near-disasters, such as the Limburg stream flooding in 2021, and a few serious floods in the decades after. Climate change turned out to exceed all model-based expectations in temperature and time. Shaken awake from the safety sleep generated by the first Delta Plan, it was hastily decided on a so-called Climate Adaptation Delta Plan.

This plan, which was drawn up in 2025, was fundamentally different from the earlier Delta plans. This time not a technocratic blueprint that was aimed against nature, but a quest that was developed 'together' with nature. The underlying paradigm was different, man and nature acted together. The task was also more complex and drastic – a multiple and integral water, climate, nature and energy task. We were not only going to build higher dykes, but also wider dykes, with even more room for the rivers, such as overflow areas that were allowed to flood regularly and especially in the deep parts of the west polders that were permanently submerged. In the course of the last century, the pressure on space became so great that it was decided to radically change the course. Calculations showed that future space claims would require a surface area three times larger than the Netherlands itself. Hence the emphasis on smart and multiple use of space. In the end, we managed to make the complex spatial puzzle, but that required hard and painful choices.

36

It soon became clear that these complex spatial assignments required more and more time. It is not without reason that the lead time of complex infrastructure projects has

increased sharply. This meant that the critical period for the design of these major assignments was in the period 20212070. In this first edition of Perspective2121 you became acquainted with our vision of the future for the Netherlands in a hundred years. In the next edition we will look in more detail at some key elements, such as transitions in food production, other forms of construction, new care and housing concepts, the philosophy of sustainable action and the structuring role that water will also play in a century. •

The coming century presents a myriad of interwoven issues that have substantial implications on the future landscape of the Netherlands. Many of them calling for difficult decisions and considerable interventions. Looking back in time we see that from inception to implementation, interventions have often taken many decades. These projects had often been preceded by disasters that offered the political will to intervene. With this in mind the diagram below draws attention to the approaching decades as a critical period that will determine the long-term perspectives of the Netherlands.

How much space do we need and how much space do we have? Food, energy, industries, living, movement and nature all have substantial land claims, many of which today occur outside the boundaries of the Netherlands. In future this will transform as the energy transition, housing demands with a growing population, movement demands, nature claims (rising sea level and increasing obligations to protected natural environments), transformations in industry and production are all fighting for territory. In approaching these demands we need a holistic perspective that considers these diverse claims within the territory and abroad. The diagrams explore the spatial claims size in relation to the country and attempt to offer a synthesis of these views.

Water comes from all directions in the Netherlands, and in the future this will only intensify. Climate change is causing extreme weather conditions such as heavy showers as well as heat stress and drought. Rising sea levels are increasing water pressure, causing water to penetrate under (and over) the flood defences, salinating our soils. Through our major rivers, water also regularly comes in peaks from river areas stretching to the Alps.

Over the next century, an increase in population will bring a greater need for various urban functions. These trends combined with the transformation of the landscape and the intensification of the transport network will stimulate the formation of three metropolitan areas: the development of the Contour City, the strengthening of the Coastal Arc and Dune City, and the change to the Blue Heart. The conditions in these areas vary and will give rise to various new forms of building and new housing models, which are combined with nature and production. Laaggelegen steden

ENERGIE ENERGY De energietransitie vergt grote ruimtelijke transformaties.

The energy transition calls for major spatial transformations. Moving away from non-renewables, new technologies such as hydrogen, thermal heat, tidal, wind and sun energy will play a significant role. All these technologies have diverse spatial claims and spatial implications. The scenario looks at a long-term growth of wind energy at sea due to the diverse claims on land. This includes a switch to a blue hydrogen economy that would be dependent on renewable energy for fuel in transport, industry and heating.

The logistics of the major international freight transport networks will gradually change. There will be less flying. Rail and the future high-speed networks will become the main transport networks in Europe. In the Netherlands, an intensification of local public transport will be introduced, while major projects such as Schiphol on See will connect the Netherlands to the rest of the world. Advances in shipping technology will create a more efficient, cleaner and well-connected transport network.

Every 20 seconds EU forests produce enough wood to build a house. The forecast is that by the end of the century every house in the EU could be made of wood. Advances in wood technology have made wood a building product that is fire safe, long lasting, can be produced sustainably, is well priced and above all quick to build compared to traditional building methods. Now, the Netherlands is still heavily dependent on international trends in the wood market and thus has difficulty implementing changes in the industry and the environment. The challenges we face are interconnected. Our landscapes are a product of the natural systems that make them up. But they are also the product of the people and practices that inhabit them. •

and particulate matter. So it seems sensible to increase our forest area, but in the Dutch context of intensive agriculture and other spatial claims, forestry is still often seen as a poor investment choice. The Netherlands does not have an advanced wood sector either. Wood production and processing mainly takes place in other European states, so our forest management is hardly focused on high value production.

CIRCULAIR BOUWEN NEDERLAND IN 2121

CIRCULAR CONSTRUCTION - NETHERLANDS IN 2121

56

ROGIER MENTINK_ With the start of the space age, more than 50 years ago, humanity has come to realize that we live in a closed system. We have only one planet, whose resources we are rapidly depleting and whose climatic balance is under pressure. This realization is becoming more urgent as the tangible signs of climate change increasingly begining to manifest.

Opportunities for a better world

Kansen voor een betere wereld

We are facing radical choices and changes also offers opportunities, that especially for us as designers of the built environment. We are moving towards a new construction. We see opportunities for a better world in 2121.

The big catch-up

De grote inhaalslag

 Fig. 48 Modulair bouwen in een groene woonwijk Modular building in a green living neighborhood

1921

Development in construction has been largely stagnant for the past 100 years. Although working with BIM models seems innovative, the underlying technology and execution have remained the same. In fact, we are still building the same buidlings in 2021 as we did in 1921. As a result, construction productivity has stagnated and costs are skyrocketing. We have a lot of catching up to do. In our opinion, a large part of that catching up consists of making construction more sustainable and industrializing it. Building with prefabricated building components or modules embodies this catchingup process par excellence, because it provides an answer to important issues facing the construction industry:

2021

PERSPECTIEF2121 Land met een plan

 Fig. 49 Onze bouwmethodiek is in 100 jaar maar weinig veranderd. Common construction methodology has moved very little in the last century.

There is a curious paradox: although the evidence of climate change are not yet sufficiently clear for some to stop them from denying it, there is concensus scientists that it is already too late to stop it, let alone reverse it. We will have to live with, conservatively estimated, a 2-3 degree temperature rise and a 1-2 meter sea level rise in the next 100 years. The Netherlands is vulnerable to these changes because of our low topography. The consequences for the way we plan the layout of our country are therefore very far-reaching. Plans have a long lead time and an even longer life span. If we want to build for the future, then our way of planning, designing and building must change now.

57

Circularity: Construction is currently responsible for 37% of global waste and uses 40% of all raw materials. We need to start seeing buildings, rather than as future mountains of waste, but as banks of materials, in which reusable materials are temporarily "stored." Traditional cast construction, the big polluter, is heavy, expensive and inflexible. Concrete and masonry cannot be disassembled after their lifetimes and thus end up as rubble. Prefabrication, in which (parts of) houses are made in a factory and quickly assembled on the building site, on the other hand, are very good for circularity through the use of detachable, reusable materials and bio-based raw materials.

CO2 footprint: The carbon dioxide footprint of construction is huge: the production of concrete and cement alone accounts for 40% of global CO2 emissions (for comparison, global air travel contributes about 3%; besides airplane shame, isn't it time for concrete shame?). The use of wood and other bio-based materials actually stores CO2. Wood construction lends itself ideally to prefabrication. Over the last 150 years, wood has been temporarily supplanted by cementbased materials as the main construction material. In addition to practical advantages such as its low weight, good structural properties, ease of processing and pleasant appearance, wood is also C02-negative: it stores CO2. It can store as much as 35,000 kilos per standard home, which is roughly equivalent to the emissions of 25 years of driving a car.

58

Flexibility: Although we have an increasingly diverse population with increasingly diverse family compositions, it is still mainly built for standard families; singlefamily homes for 3-5 people that are also insufficiently life cycle-proof. Prefab houses are flexible; relatively easy to adapt and even relocate. It becomes possible to add new modules to a home quickly and without major renovations, allowing it to grow or shrink with the needs of the resident. Prefabrication of homes also makes them less "immovable" than we are used to. It even becomes possible to move homes in their entirety, which in turn offers a whole new perspective on the housing market.

 Fig. 50 Traditionele bouwplaats vs modulair bouwen Traditional construction site vs modular components
