Scope & Objectives

The scope of this report is to present the various construction methods considered for the Over-Bruggen-project at Algerabrug. The technical feasibility and estimated execution durations are evaluation for a number of the variants, to provide information for the multi-criteria assessment (AOB).

2 2.1

General Approach and Basis of Methods Vision / Philosophy

Algera Bridge is located on a major regional road with high traffic intensity and due to the road network, closure of the bridge to road traffic results in a significant detour. The bridge also facilitates cycle and foot traffic, and provides a navigational channel to high shipping. Given the significant hindrance impacts related to closure of the bridge, careful consideration of the likely duration of the construction activities and potential construction methods is necessary. Thus, a number of construction method variants have been identified, with a view to determining a preferred method, based on a multi-criteria analysis. The dominant criteria is hindrance, and the objective is to identify methods which can minimise hindrance as much as possible, while ensuring that the requirements in terms of quality, safety, environment and costs are achieved. The approach in this document is to identify & describe a range of methods, along with an evaluation of the technical feasibility and estimated execution durations associated with these methods.

Thus, the construction methods/planning assume replacement of langsliggers and timber decking at the cycle/pedestrian with a like for like system. A composite deck (FRP) could be an advantageous alternative : Watertight deck is better for conservation life of the steel underneath, working under that closed deck on paint can be done much better than under a not so closed wooden deck, it is light and it is possible to make is strong enough to withstand all traffic loads without adding weight to the bridge. And putting it in place may be faster than with a wooden deck. Further consideration to this alternative can be given in the next stages of the project.

General Phasing and Availability

For each option the general phasing and availability of the bridge to the various modes of transport during that phase is identified. The summary of the general phasing and availability for each option is given in Table 4, and in more detail within Bijlage A.

3.3

Scope of Works

For all options the same “baseline” scope of works is adopted as defined in Table 2. For some options, due to the methodology, there are additional scope items. In some cases these are permanent works which result in some degree of “added value” over the “baseline” scope.

Planning Methodology

An indicative construction planning has been developed for each category of construction method. The planning is developed to estimate the duration associated with the various hindrance phases that occur in each method. The planning adopt the following main principles: 1.

All activities are based on an estimate of the total work (hours) needed to complete the task, with due consideration of where multiple teams can work efficiently in parallel. The estimate is based primarily on experience from other projects with similar scope and conditions.

2.

Based on the estimated work, the “duration” of the activity is determined (in working days/hours). The start & end dates are calendar dates based on the working calendar and the duration of the work.

3.

The planning uses a 5-day / 8hr per day working week as a basis. For some activities it is likely that weekend and night-time works is appropriate e.g. use of specialised resources or expensive plant.

4.

There are no contingencies (buffers) included in the planning. The estimate of total work is based on a realistic value (i.e. not necessarily optimistic or pessimistic). Thus an allowance for additional time to account for delays should be included; and allowance of circa 25% is considered reasonable at this stage of the design development.

Refer to Bijlage B for details of the indicative construction planning of the emerging preferred options.

Evaluation of Construction Method Options

4.1

Evaluation Approach

Based on the initial multi-criteria evaluation, the following options scored the best per category-type: Category

A2

(Cycle/Emergency services open)

In-situ deck replacement with over-crossing

A4

Road & Cycle traffic on high level bailey bridge.

Off-site deck replacement

A6

Offsite Renovation: Road Open / High shipping closed

Thus for these options, a more detailed evaluation has been undertaken of the option, which focuses primarily on the assessing the technical feasibility and estimating the duration necessary to undertake the works. The primary criteria used in the development of the construction methods are: • Safety: the construction methods, bouwlogistics and working durations need to be suitable to ensure the safety of operatives and public at all stages. •

Quality: the execution methods and specification of the works need to be sufficient quality to ensure minimal maintenance/interventions are required for the next 15 years.

•

Speed/hindrance: the construction methods and phasing sequence needs to adopt techniques that ensure the works can be undertaken rapidly and minimising hindrance while ensuring safety & quality, and proportionality in terms of costs and resources.

For each option (selected) a summary of the construction method, main technical risks and planning below.

Phases See Table 5 below. Critical Phases: Phase 3= replacement of decking Method: “Deck Replacement” [Phase 3] 3 sub-variants have been considered: Large Crane Medium Crane Repair Langsliggers -Large Crane The general method adopted is to detach the langsliggers under the HRB from the existing steelwork and then remove the langsliggers plus decking in a single lift operation, using a large crane. A crane with a capacity of circa 300t is located on a barge (or similar) in the channel, The full deck (above & below is grit blasted), and Chrome 6 measures are implemented The existing painting system to the steelwork adjacent to the main carriageway and below the langsliggers is replaced with a complete new paint system. The new langsliggers plus decking plus slijtlaag is installed in a single lift operation, and attached to the existing cross girders with a new bolted connection. -Medium Crane Similar to the large crane, the general method adopted is to detach the langsliggers under the HRB from the existing steelwork and then remove the langsliggers plus decking. In this case multiple (smaller) lifts (crica 6) are used to remove the langliggers + decking. A mobile crane circa 150t is position on the kelder roof.

The full deck (above & below is grit blasted), and Chrome 6 measures are implemented The existing painting system to the steelwork adjacent to the main carriageway and below the langsliggers is replaced with a complete new paint system. The new langsliggers are installed in multiple lifts and attached to the existing cross girders with a new bolted connection. Then the timber deck is attached + slijtlaag applied. -Repair Langsliggers Where the condition of the langsliggers is such that the repairs are limited and can be undertaken efficiently, then a method which does not require the removal of the langsliggers is feasible. In this method the existing decking is removed from the langsliggers. The full deck (above & below is grit blasted), and Chrome 6 measures are implemented Repairs to the langsliggers are implemented, and a new painting system applied to langsliggers + steelwork. Then the new timber decking is attached + slijtlaag applied. Parallel activities during Phase 3 include Replacement of the fietspad decking plus langsligger - using a crane and in a single lift operation to remove and to install. Replacement slijtlaag on the wisselstrook. Above deck activities associated with strengthening of wisselstrook console. Replacement of asphalt on the fixed span Replacement of voegdorpel kelder-underpass location. Whitelining

Option A2-a. Combined Scope Method

Phases See Table 6 below. Critical Phases: Phase 3 = Replace deck – undertaken in 4 Sub-Phases | Phase 4 = Conservation to existing steelwork (below deck) Method: A phased construction is adopted such that passage for pedestrians, bicycles and emergency vehicle is possible throughout all phases (apart from at critical lifting activities). Multiple sub-phases are adopted in Phase 3, to allow the necessary access to undertake parts of the work, while keeping access open pedestrians, bicycles and emergency vehicles. Generally 3 working zones are defined: North, South and Central. Refer to SK-A2a-001 to 004 for proposed sequencing and configurations. Due to the restricted zones, this variants considers the use of a “medium” crane. Technical Risks / Uncertainties: Risks / Uncertainties

Option A2-b. Separated Scope Method

Phases See Table 7 below. Critical Phases: Phase 3 = Replace deck | Phase 4 = Conservation to existing steelwork (below deck) | Phase 5 = Re-painting of main girders above deck Method: A phased construction is adopted such that passage for pedestrians, bicycles and emergency vehicle is possible (apart from at critical activities). In order to increase availability for road vehicles are works under deck before and after deck replacement conducted with all carriageways open. Several activities are carried out in parallel above deck during one major closure of HRB (Phase 3). Refer to SK-A2b-001 to 005 for proposed sequencing and configurations. Method: “Replace deck” [Phase 3] Parallel activities in phase 3 include: Replace deck HRB (including radkeerder, drainage channels, local repainting of cross girders). Replace deck bicycle cantilever. Replace voegdorpel. Replace wearing surface on fixed bridge (including making white lines). Tuning of rijijzers. Revision to M&E (brakes) Method: “Conservation to existing steelwork (below deck)” [Phase 4] Conservation to existing steelwork below deck (cross girders and main girders) includes setup of enclosure (Chrome 6 measure), sand blasting, apply primer and double coating. It is assumed that the activities can be performed with the carriageway above open to traffic.

This reduces the hindrance to road traffic (cars, public transport & trucks) by 15-20 days, but may have an impact on the quality of the conservation system. Method: “Re-painting of main girders above deck” [Phase 5] As a measure to reduce the hindrance, re-painting of the part of main girders above deck is conducted in staged manner at night-time. Within a night-time closure of one lane of the main carriageway and one of the cantilevers a conservation tent is put above the section of one of the main girders. The part is subsequently sand-blasted and painted before opened to traffic the following morning. Two more layers of paint are applied at upcoming nights (without enclosure). Technical Risks / Uncertainties: Risks / Uncertainties

Phases See Table 8 below. Critical Phases: Phase 3 =install oversteek | Phase 4 = replace decking | Phase 5=remove oversteek Method: The general method adopted is to install a temporary bridge above the existing bascule to allow the HRB remain open while the deck replacement and other repairs are undertaken at the existing bascule. The temporary bridge (road level) is circa 3m above the existing road level, so needs significant ramp construction on the approaches. The replacement of the cycleway decking + langsliggers is undertaken prior to the HRB works, using a medium crane with the cyclists/pedestrians temporarily on the wisselstrook. The method of replacing the timber decking and langsliggers is by using manual/small lifting equipment below the temporary bridge and using the adjacent wissselstrook for access. Thus the wisselstrook is not open while the HRB temporary bridge is present. During the grit-blasting and painting of the existing bascule, there is assumed to be access for cyclists/pedestrians. Also, during heavy lifting operations there will be restrictions on cyclist/pedestrian access. Parallel activities during Phase 3 to Phase 5 include: Replacement slijtlaag on the wisselstrook. Above deck activities associated with strengthening of wisselstrook console. Replacement of asphalt on the fixed span Replacement of voegdorpel kelder-underpass location.

Whitelining Refer to Bijlage D for further details. Technical Risks / Uncertainties: Risks / Uncertainties

Capacity of existing structures to accommodate temporary bridge & ramps. Suitability of temporary alignment – gradients, sight stopping distances, barriers etc Restrictions on operatives working below temporary bridge (noise, dust, vibrations etc). Poor efficiencies due to limited access for lifting equipment / heavy plant.

Phases See Table 9 below. Critical Phases: Phase 3 = removal of leaf | Phase 4 = temporary bridges | Phase 5=re-installation of leaf Method: “Leaf Repair & Deck Replacement Off-site” 2 sub-variants have been considered: Cutting leaf in front of pivot point (river side) Cutting leaf behind pivot point (near counterweight) - Cutting leaf in front of pivot point (river side) The general method adopted is to cut the main girders circa 3m from the kelder front wall, and to transport the leaf to an off-site location. At this location the deck & langsliggers are replaced along with the other measures (conservation, console strengthening etc). To remove the leaf, temporary supports are needed in the counterweight and in front of the kelder. The leaf is assumed to be removed using barges with jacking towers/frames. The remaining part of the bascule requires repairs on site – this includes part of the main girders above the kelder, the draaipunt, tail-piece and the end-cross girder. On site works includes conservation, preparations for re-connection and strengthening of wisselstrook console at the end cross girder. 3 temporary bridges are provided while the leaf is being repaired off-site. These bridges provide access for cyclists, HRB (2 lanes) and wisselstrook (1 lane). The temporary bridges are assembled on the kelder roof and installed using a large crane on a barge.

As part of the main girder is left on site and above deck, the temporary bridges are slightly higher than the existing bridge on the pivot-point side. Following repair of the leaf/deck replacement off site, the leaf is transported back to the bridge location. The temporary bridges are removed, and the leaf re-positioned using barges and jacking towers/frames. The main girder is re-attached, using a bolted splice at the cut location. The deck also needs to be attached to the end cross girder. The part the main girder near the connection is repainted. - Cutting leaf behind pivot point (river side) This method is generally similar, except the cut position is located behind the pivot point. This allows the entire leaf (all cross girders) and the main girder at the pivot point to be removed and repaired off site. The pivot point is subsequently detached and the bridge is lifted out with the axle. To lift out the bridge with the axle, part of the kelder wall needs to be removed. Removing the axle is deemed unfeasible due to limited space in the on the sides next to the draaipunt. This method enables grit-blasting and re-painting of most of the bascule off-site (with the exception of the ballast-kist and a small portion of the tail-piece).

Parallel activities during Phase 5 include Grit-blasting and painting portion of bascule (cut in front of pivot point variant only) Replacement of asphalt & slijtlaag on the fixed span Replacement of voegdorpel kelder-underpass location. Whitelining Refer to Bijlage E for further details.
