Zeer belangrijk is veel klanten.

Revenue participation sex workers - Project note Erotic center February 2025 From July to December 2024, the Amsterdam municipality held discussions with various groups of sex workers during the participation process on the Erotic Center.
Method In previous years, the gemeente Amsterdam has regularly held discussions with groups of sex workers about the concept of an Erotic Center and a possible programme of requirements. The outcome of these was included in the council letters on the Erotic Center.Last period's meetings were a follow-up to these earlier meetings. Advice was sought during those meetings on what sex workers consider important for an Erotic Center to be an interesting place to work. The gemeente Amsterdam has been the guest of three focus groups Male, Female and Transgender of the Amsterdam Center for sex workers (part of HVO Querido). Talks were also held with a number of sex workers currently working in the Red Light District, the Prostitution Information Center, Red Light United and Safe Spaces. The participants in the meetings gave their opinions verbally or by filling in a questionnaire. The participants in these talks were also invited to the meeting with all other stakeholders on 10 December 2024. A small delegation attended there.

Condition for participation is that it is always mentioned that the link between Erotic Center and windows in the Red Light District closing is incorrect and harmful for sex workers in the Red Light District. Great fear that this will eventually lead to a deterioration for sex workers. How does the municipality ensure that the workplaces in the Erotic Center will be retained if the windows are closed soon? How does the municipality ensure that it is first clear whether the workplaces in the Erotic Center are generating enough business before closing the windows in the Red Light District? An Erotic Center in itself is not a bad idea if it offers opportunities to sex workers who are not yet working in the legal circuit. However, major objection to last year's proposals regarding measures against sex workers in the Red Light District with closing times and mandatory curtains closed. It feels like the municipality is trying to get rid of them. Some of the sex workers want to get rid of the licence system in the first place and thus have no intention of working for the licensed businesses in the Erotic Center. The advantages of the licensed circuit do not outweigh the advantages of the non-licensed (illegal) circuit.
The municipality should conduct a broad survey among sex workers on the question: would you be willing to work in an Erotic Center in the mix of straight/queer, and if so: how. The municipality should provide more independent legal places without an operator. The rule that escorts cannot book their own business premises should disappear. This would make it much easier for escorts to work legally. That is much more useful than an Erotic Center. It is a big problem that no undocumented workers are allowed to work in the Erotic Center, they in particular are vulnerable people.
Meeting 10 December 2024, location ACS Number present: 4 Those present are not speaking on behalf of a broad group when it comes to what would be good in an Erotic Center. They do speak on behalf of a broad group that, as Red Light District window workers, they have no objection in themselves to extra workplaces in an Erotic Center for sex workers who would like to work there in the licensed sector, but that they continue to have strong objections to the link with closing windows in the Red Light District. After all, this will actually worsen the position of sex workers in the Red Light District. Within that context, the following comments were made: • •
•
A workplace must be at least 20 square metres. There are doubts whether an Erotic Center works for transpersonal sex workers. This is because part of the clients will never go to a central building due to high need for anonymity. Another part may see opportunities, if enough anonymity can be created for the customer to go to sex workers fairly unseen. This might be possible through a mix of features, via convenient routing, for example, where the customer has a valid reason to go to the upper floors. Doubts about the business case for (window) sex workers in an Erotic Center. On the Red Light District, their business is precisely the large numbers of tourists. Uncertainty about whether the

Erotic Center will work for sex workers, especially transpersonal sex workers, is felt to be great risk, as windows will be closed when the Erotic Center opens, while only in the years after will it become clear whether the Erotic Center's business case works. Many ask whether sufficient privacy can be given with choices in the shape or numbers of the building. Not everyone is positive about the multitude of functions in the Center besides sex work. What kind of sex work clientele does the municipality intend to attract to an Erotic Center this way? The commitment to debate center does not attract customers for sex workers. There are concerns that it will become gawking at sex workers again. There are concerns about the attractiveness of separate sex work floors on the less easily accessible floors. The suggestion is to work with wide-open floors where most sex work areas will be. Combined with a floor for sex work with more privacy sitting on another floor with convenient entrances giving anonymity. The ability to park a car is important. The building should not be so flexible to operate that sex workplaces can disappear because they yield less than other functions. Sex work should be well guaranteed in the business case.

Like to participate in separate group of sex workers women, men and trans gender. Please take into account Spanish speakers (#this focus group consists largely of Spanishspeaking sex workers) Like to engage with municipality through some representatives. Possibly with other sex workers from the focus group male/ transgender Would like to be involved in the (participation) talks with market parties to give our input clearly to future owner/operator Erotic Center provides opportunities for us Preference for separate floors for men, trans and women Enthusiasm for combination with a club where sex workers/trans workers can also perform Wish for a place for ACS, care partners, but also place to talk to police Desire for a living room for sex workers Sufficient parking space Ensure client anonymity is taken care of. There are many concerns about whether this is possible in an Erotic Center Visitor policy: what will be the policy in the Erotic Center and how will it be safe? Importance of shops/services such as hair salons and nail salons ‘Lunch café’ where sex workers/trans community can work

Part of the sex workers think an Erotic Center is a bad idea, because of the link with closing windows in the Red Light District. An Erotic Center should give extra workplaces, it should not be an exchange. A low rent of up to 50 euros for a half-day period is necessary to want to work in the Erotic Center. The rent should be inclusive of everything It is good for the business case if they are allowed to pick up customers in the Erotic Center at, say, a disco/club. And otherwise, it should be very well ensured that enough potential customers come walking past the indoor windows. It should also be very easy to recruit customers online and have them drop by the Erotic Center. A hair and nail salon are important functions for sex workers, including trans workers in particular. A private entrance for sex workers, eliminating the need to pass by the client. A private sex work floor is desirable, provided there is a solution for sex workers who are furthest away because they don't get customers A nail or hair salon and a bar between the sex work floors are desirable to spread customers across the floor Make a very wide floor with a long ground-floor walkway oval, where all sex workers sit, so that every window has an equal chance of approach A lift to a rooftop club, and from there a rather anonymous passage towards the sex work floor.
A separate lift and stairs to the sex work floor A separate entrance is important because of safety A safe way to and from the EC A good alarm system in the rooms Clients come by bicycle, by public transport, by car Sex workers come on the outward journey by public transport/ scooter/ taxi. The way back is a problem: how to do it safely. Public transport is no longer there then? You then must be able to return by a safe taxi/scooter. Some sex workers indicate that they do want to become owners of a prostitution business. One asks if they can buy shares in an EC/prostitution business. There is interest in doing business in small shops like hair salon/nail salon, a bar. An Erotic Center may lead to buses of tourists to ‘monkey around’. An Erotic Center should not have groups of women (or families) coming to watch. The combination closing windows Red Light District is thought to be a bad idea because this will ensure that watching tourism also goes to the Erotic Center. The most important thing about working in an Erotic Center is having many clients and a safe workplace. Recruitment through online advertisements as well as by being visible behind a window is both important. Popular additional facilities in an Erotic Center are a canteen/lounge area and a place for advice and support, such as financial and legal advice.

For entertainment, the preference is to have a theatre for erotic shows and a wellness area. For the type of shops, sex shops and shops selling beauty products are preferred. Privacy and security with a separate entrance was mentioned a lot. Security at the entrance, good lighting, camera surveillance on each floor and an alarm button on each room is important. Appearance: The building should be visible from the highway and clearly identifiable as an Erotic Center. Mix of functions: There is barely a desire to mix sex work and other functions. There is no clear preference for which floor sex workers work on. A mixed visitor base may create more opportunities, but privacy remains a key concern. Anonymous access for clients to go to sex workers. Privacy is paramount for customer and for sex worker. an entrance is a barrier to customers and they will miss out on them. Some see the advantage of an entrance fee, to keep out viewers and that paying customers are then more likely to visit sex workers as well. Sex workers prefer to travel to work by public transport or by car (taxi or own car). The same applies to clients. Only there, according to sex workers, some will also come by scooter or bicycle. Routes: Good lighting and security camera is mentioned to get safely from OV/ parking to the Erotic Center. This gives a sense of security.
Conditions to work in Erotic Center: Low rent, presence of many clients and privacy for clients through anonymous access, and for sex workers through own entrance. There are concerns about lack of privacy and too few clients.

Would like to participate in separate group of sex workers women, men and trans persons. Important that different type of sex workers are represented in the participation, such as window-based-, home-based- and hotel-based work, escort and brothels. Invite representatives of the different groups. During participation, we also want to jointly participate with other stakeholders, especially investors and operators of the Erotic Center. Pay attention to how the municipality involves long-term sex workers throughout the process. Provide clarity on the role of the sex work community in the development of the Erotic Center, in addition to the role of investors. For example, by creating a foundation. The municipality should facilitate the conversation between the sex work community and investors so that there is more influence on and support for the Erotic Center. Take into account new developments in the sex industry, such as the rise of OnlyFans. How relevant will the Erotic Center be in 8 years, given the changing dynamics around sex work, such as home-based work and online platforms. New developments may also influence public opinion on the Erotic Center. How will the municipality ensure proper monitoring of changing needs in the sex work sector in the coming years?

Take into account the importance of social relationships and client dynamics of different types of sex workers in the Erotic Center. The Erotic Center should be accessible and discreet.

Request for a fully equipped BDSM playroom. Online recruitment should be possible as BDSM/ gay clients do not come in groups. My clients do not want to be seen in an Erotic Center with sex workers. They want to remain anonymous. Build and strengthen the community of sex workers Create exclusive space for men. Consider an ATM in the building so you can deposit your earned money and not have to walk down the street with a thousand euros. A number of sex workers have a desire to work with a business partnership of male sex workers to jointly operate a space of about 300 m2 in which a variety of licensed sex work and other erotic work can take place. Two sex work entrepreneurs have sent a concrete proposal on this to the municipality. It contains a vision for the Erotic Center, with the main features of the center, a description of the target group, the facilities, proposal for generating income and a proposal for dividing the spaces for, for example, therapy, bdsm & kink, social lounge, storage, reception and more.

The main reasons for wanting to work in an Erotic Center would be if it is a nice and safe workplace with privacy for sex workers and clients. Very important is a lot of clients. A canteen/ living room is also important. Acquiring clients should be possible both online and through a window. Events like kinky - or trans party’s are also a way to attract audience. a space for police and supervisors and a place for advice and support like the ACS In terms of entertainment, the preference is for cafes and a nightclub, dance theatre where there could also be a drag performance, for example. In terms of shops and services, the preference is for a sex shop. Beauty, nail salon and hairdresser were also mentioned. own entrance for privacy and security and for different groups to have their own floor (straight, gay, trans). Mixed should also be possible according to some, so you can choose. The trans group prefers a building that is clearly recognizable from the outside as an Erotic Center. Not everybody is enthusiastic about mixing sex work on the ‘sex work floor’ with general functions.

a rooftop bar for everyone, a VIP area for sex work and an accessible ground floor with general functions. Just under half did not want an entrance fee, A quarter said they did want an entrance fee. The rest had no opinion. For safety in the building, camera surveillance and having alarm buttons in every room were most important. For safety around the building was security at the entrance mentioned. Cameras around the building, safe parking spots close to the entrance and cameras are mentioned. The route to the Erotic Center should also be safe. There is no preference for the mode of transport for sex worker or clients. Public transport, taxi and car are all an option
