D.6.2 Partner(s) addressing policy instrument 6 Partner PP10 Burgas Municipality What are the partner’s competences and experiences in the issue addressed by the project? Burgas municipality aims to achieve sustainability on both priorities: tourism and energy. The municipality already implemented together with Partner REAP some targeted initiatives aiming to improve energy performance among vulnerable citizens and to tackle issues like energy poverty (FIESTA). Results of this project were quite successful, but they were targeting at a specific group of citizens: vulnerable households, threatened by energy poverty. On the other hand, the municipality is one of the biggest and one of the most popular tourism destinations for Bulgarians and also for foreign tourists with its seaside resorts. The municipality wants together with REAP to mobilize local stakeholders and together with other partners from the project, work on the improvement of its local programme to stimulate the larger deployment of EE and local renewable energies into the tourism sector and by this way to oppose against the negative impacts of the Global situation mentioned above. 991/1000
How will the partner benefit from the cooperation? In case this partner plays a particular role in the project (e.g., responsible for a specific topic, for communication activities), please also indicate it here. The municipality already had a successful collaboration with REAP on a project related to vulnerable citizens threatened by energy poverty. Now, the municipal administration wants to build on this partnership and tackle the topic of development of sustainable tourism with introduction of modern energy efficiency technologies and utilization of local RES. Burgas will be supported by REAP in capacity building of municipal staff in regards to development of customized policy instrument, which influences one of the main sectors in the region, the tourism sector. Due to activities of this project, municipal staff will increase its competences on topics like local and sustainable renewable energies, energy efficiency systems and technologies which could be implemented in the region of Burgas and more precisely in the tourism sector, and increased competences to develop such specific policies. 899/1000
In case the partner is involved in several Interreg Europe applications/ projects, please justify this multiple involvement. Burgas is partner in the following proposals: 1.Zero Carbon Infrastructure. Activities in the projects are directed to transformation of the transport sector in the city. 2.Green Power in Blue Infrastructure. The project examines, analyzes and provides critical information on how Port Organizations, Marinas and Port Cities can implement Green Energy investments. Burgas is committed to achieve climate neutrality by 2050. “Increasing the share of RES in the municipality up to 32% by year 2030” is laid in the Long-term programme for RES and biofuels. In order to achieve our ambitious goals, there is a need of involving and encouraging multiple local stakeholders (tourism sector, energy and transport sector, households, SMEs, big enterprises, universities, NGOs etc.) to act jointly for achieving a common goal. Focusing on three of the largest sectors in the city (tourism, energy, and transport) is a must in order to achieve 1000/1000

D.7 Policy instrument 7 D.7.1 Territorial context and general description D.7.1.1 Territorial context What is the state of play of the issue addressed by the project in the territory covered by the policy instrument? Which challenge needs to be overcome in this territory? Please be as specific as possible and provide detailed information on the characteristics of the territory. OP of the Central Danube Priority Area (CDPA) contains goals of energy sustainability, including the aims to increase the use of renewable energy sources and energy efficiency of buildings. The OP is based on the national and county development strategies, which focuses on the energy modernization of the building stock in general. The CDDA will carry out a survey of tourism infrastructure. The operation of buildings (including hotels in tourism) is the main cause of greenhouse gas and CO2 emissions, contributing with almost 50% to the total emission rate.
In the project it is worth tackling the following issues: - survey of tourism building stock, examining energy modernization possibilities of accommodations/infrastructure: utilization of solar energy and geothermal energy for heating and cooling in larger hotels of the CDPA - Assessing the energy-efficient operation of the larger hotels in the Priority Area, creating operational and management aspects and principles that can significantly improve sustainable energy management and infrastructure management of the accommodation - Assessment of the effect of the energy modernization of the tourism accommodation on the increase of guest nights, on seasonal customer flow due to the development - Regional adaptation of the existing national best practice, which focuses on energy modernization of Hungarian thermal baths and joint bath-hotels. - Regional adaptation of international best practices. 1470/1500

The Operational Programme of CDPA is presenting the development needs of the 99 municipalities, entrepreneurs, civil society organisations and everyone living in the territory of CDPA. The OP has been made by the Central Danube Development Agency for the period of 2021-2027 on the basis of the situation analysis of the CDPA and the legal basis of: - the Parliament Resolution No. 1/2014. (I. 3.) on National Development 2030 - National Development and Territorial Development Concept, - Government Decree 218/2009 (X.6.) on the content requirements of regional development concept, regional development programme and spatial planning plan, and the detailed rules for their integration, elaboration, harmonisation, adoption, and publication. There are six development directions of the OP, the proposal addresses Priority 4. “Innovation and environmentally friendly (green) development”. The priority’s goals are developing energy efficiency of residential and municipal buildings, encouraging the development of solar parks, encouraging the use of renewable energies, specifically solar parks.
The priority is in accordance with the following national and EU strategies: - National Energy Strategy (-2030) - National Energy Strategy of Buildings - National Energy Efficiency Action Plan - National Action Plan for the use of Renewable Energies - Tolna County Development Concep - Bács-Kiskun County Regional Development Strategy - Fejér County Regional Development Strategy 1476/1500

The policy instrument needs to be revised due to the following reasons: The operation of buildings, including hotels in tourism, is the main cause of greenhouse gas and CO2 emissions, contributing with almost 50% to the total emission rate. Energy use and pollution rates are higher around the tourist destinations. The amount of CO2 emissions by tourist accommodations mostly depends on the occupancy of the accommodation. The occupancy of accommodations differs mostly due to the weather conditions, while the number of guest nights filled depends on the season. During the pandemic crisis, the number of tourists has decreased drastically, causing hotel closures and income losses, creating a bad effect on the economy. However, as a positive side effect, greenhouse gas and CO2 emissions have decreased resulting in a cleaner environment. Right after the pandemic, we can experience increased effects of climate change, facing us with a new challenge. Based on the experience of the decrease of customer flow in tourism building facilities resulting in a cleaner environment, it is necessary to revise the goals of our policy instrument and add new green infrastructure goals, addressing both fields of tourism and sustainable energy use. 1244/1500

D.8 Policy instrument 8 D.8.1 Territorial context and general description D.8.1.1 Territorial context What is the state of play of the issue addressed by the project in the territory covered by the policy instrument? Which challenge needs to be overcome in this territory? Please be as specific as possible and provide detailed information on the characteristics of the territory. The visiting function to the city of Middelburg is under great pressure due to the corona crisis. Most tourism accommodations and shops in Middelburg are located in heritage buildings. Energy efficient solutions and installations for example solar energy applications and heating, storage, ventilation and airconditioning installations in a historical setting are not evident and a big challenge. The policy instruments do not take into account the problems to overcome in traditional and heritage buildings and surroundings. We do not have enough knowledge and experience with energy transition in historical surroundings and the policy instruments have not been adjusted. There are extra rules and costs involved regarding eg. safety issues for tourism industry.
We have to find a balance in technical energy efficiency solutions and preserving the historical authenticity.Together with the tourism and business involved we have to overcome those problems and find long term affordable solutions for improving EE in tourism sector. Together with the national and regional tourist organisation we work on a roadmap for climate neutral tourism with the focus on CO2 reduction. We will pay extra attention to overcome the problems in historical infrastructure. Middelburg will invest in virtual tourism. The idea is to make a virtual platform to address the key themes of the city and the tourism accommodations and tourism providers.Visitors can visit the city and cultural exhibitions online as well. 1500/1500

Municipality has developed addressed policy with bottom up approach and this is ongoing process. Municipality organised discussion tables with a wide range of stakeholders as basis for the policy instrument. All attendees agreed that tourism is a very important driver for the economy and makes a positive contribution to the social-economic infrastructure (retail trade, hospitality facilities). The energy transition in the inner-city is not evident. These ambitions and objectives were reaffirmed during the dialogue tables and inspiration sessions. They are the foundations for the tourism action plan (policy-instrument). The municipality of Middelburg organized a trend meeting (Re) Create Middelburg. The following trends will influence the policy instrument in the future: - increased digitization; - globalization and localization; - increasing numbers of applications of artificial intelligence and data decision making; - growing awareness of CO2 reduction and the need for sustainability; Tourist visitors: - have diverting travel purposes; - want to have an authentic, special experience; - mix different lifestyles, budgets and goals; - market for both offline vacation and virtual travel; 1204/1500

Revision of the instrument itself Yes The corona crisis has hit tourism in the city-centers much harder. The hospitality and retail sectors are the big losers in the corona crisis. It is expected that the shopping behavior of consumers will change permanently. This means that cities will go through a transition, whereby consideration must be given to the functions that make cities more attractive for visitors and tourists. From an economic point of view, visitors are mainly consumers, but from an integrated perspective they give the city center a meaning that goes much further. A lively city center is not only 'a place to buy', but also 'a place to be’. Shops are here to stay but aren’t any longer the principal lead motive for visiting. A broader view is needed. Also cultural and work-related functions should be added such as workateliers, new inspiring accommodation facilities in historic monuments. Room for daring entrepreneurship and joint investments in energy efficiency, renewable energy and in digital and virtual tourism. In the policy instrument we have to anticipate on CO2 reduction, circulair economy and climate adapatation. This asks an integrated approach with other sectors and climate strategy. https://portal.interregeurope.eu/projects/411/print-view

Semester 1 (Core phase) Exchange of experience At the start of the project (M3) a first out of 6, exchange of experiences events (EE) will take place in Slovenia (organized by the LP with steering group and public kick-off) bringing together all project partners, associated policy authorities and representatives of partners RSB. After the intro into the project and short introduction round, participants will engage in practical mapping exercises. The advisory partner (AP) will organize participants into groups in order to gather initial perspectives on their current policy context (first input to be included into PESTEL). AP will prepare a simple template guiding participants trough their exercise. These templates will later support project partners during their stakeholders meeting. As a part of the EE event a first study visit will take place, a Good practice from IE GP database – ‘’Support for SMEs from the tourism sector for energy efficiency and resource efficiency measures’’ will be presented. All participants will learn about the cost-benefit of supporting the tourism sector infrastructure with the grant coming from Cohesion fund. A real example of energy renovated accommodation will be visited. One of the first DETOCS activities will be a preparation of templates for the PESTEL and SWOT analysis.
The templates will be prepared in collaboration between the (PP6) and advisory partner, this shall be shared to all partners before the kick-off event. All partners will have to revise the templates and to confirm the final version. (M3) Together with the template the PP6 and AP will provide guidelines for the completion of the analysis and will organize bilateral calls if individual partners need extra support. REGIONAL LEVEL: In first two month of DETOCS, partners will setup RSBs (stakeholder’s matrix will be created) for their regions and policy instruments addressed including wider field of stakeholders. One RSB and matrix will be jointly developed by technical and policy partners coming from the same regions. Already in first semester, partners will organize the meeting with their RSB (M4-M5) – to present the project objective, their roles in the project and planned policy improvements. In M3-4 partners start to work on the PESTEL and SWOT analysis with the support of RSBs. For the PESTEL and SWOT analysis partners will (with the support of template presented at the 1st EE event) as part of the first stakeholders meeting organize a force filed brainstorming on current regional polices that are supporting the tourism sector in respect to their decarbonisation path. This brainstorming will provide important regional input to the PESTEL and SWOT analysis.
Regions represented by two partners (policy authority and technical partner) will produce only one analysis as co-created work with technical partner taking over the main work and with policy authority providing support (due to them not having sufficient resources to develop the analysis by themselves in full). 2977/3000
Communication P13 nominates a communication manager (CM) and established both internal/external communication with development of communication strategy (CS). The CS will consist of work plan, digital channels used, target groups, indicators (for monitoring) and resources as well as templates. Templates for stakeholders group matrix, reporting on events and news will be created and will help CM to monitor PPs regional achievements and engagement with stakeholders. The first EE event with a public kick-off event will be held to announce the project start and to secure interest of stakeholders & target groups. The first out of 8 newsletters will be created by CM and shared with PPs & stakeholders. At each partner level, PPs will complete the stakeholder’s matrix with target groups as given on C.6. The DETOCS webspace will be created, updated regularly by CM & connected to social media channels. CM will collect the material from PPs for creation of first video, the Roll-up & poster also created. 995/1000

Semester 2 (Core phase) Exchange of experience INTERREGIONAL LEVEL In M11 partners will meet at the second exchange of experience event together with the policy responsible authorities. The event will be organized jointly with the second steering group meeting in Finland by PP6 and PP7. At the event, partners will share results from the PESTEL and SWOT analysis and will agree on main points that should be included into the joint thematic survey. In the second part of EE event partners will be divided into groups (two partners/regions in each group) and will provide suggestions and solutions for weaknesses from the analysis. Analyses will be revised prior to the second EE event, so the partners will be able to prepare some of the solutions in advance (and first good practices will be identified by then). Regions represented by two partners will be considered as one – due to the policy authority not having enough resources and capacity to fully revise the analysis of other partners in advance. During the second EE event PP6 and PP7 will host a second study visit – and exemplary good practice in using virtual reality to enhance the travellers’ experience. And to see how automation can be used to increase energy efficiency in accommodation.
At the event the AP (as expert in Interreg Europe projects) will present the procedure - going from weakness to needs and going from strengths to establishing good practices. Participants will be involved into open discussion on the procedures of identifying good practices. REGIONAL LEVEL In semester 2 partner will continue with their PESTEL and SWOT analysis, completing it by the end of M12. They will meet with RSBs (M10) in order to discuss final PESTEL and SWOT analysis. During the discussion they will identify main weaknesses of current regional policies (as given in the analysis) as well as opportunities and threats. They will discuss strengths that shall become possible good practice examples and provide support to weaknesses of policy instruments. The results of the second regional stakeholders meeting will be gathered into reports (each PP) where partners will point out main strengths, weaknesses of the PESTEL and most important points of SWOT analysis. These will be later included into the joint thematic survey (Semester 3), and overall summary shall be made available on the project webspace and shared via social media of project DETOCS. The completed PESTEL and SWOT analysis will be shared with regional stakeholders (not only RSBs) for them to understand their regional challenges, opportunities as well as external forces 2749/3000
Communication In S2 the CM will develop a first project video to be shared on the project webspace, the established DETOCS social media channels and partners organization websites. In S2 (as also in S1) PPs will complete event templates on their second regional meeting they held with RSBs, this will be a usual procedure in each semester. The CM will compile all the information on regional meetings into a dynamic news article to be published on the website. After the second EE event, the CM will develop the second newsletter to be shared with partners & regional stakeholders. PPs will translate the newsletters into their national language. All the project deliverables / tools will be stored on a dedicated DETOCS intranet, that will be guaranteed by CM in S1. First 6 partners will prepare a regional news/achievement (trough the template provide by CM) that will be published on the webspace one per month, it will be also delivered in short snippets via the connected DETOCS social media channels. 996/1000

Semester 3 (Core phase) Exchange of experience INTERREGIONAL LEVEL: At the start of the third semester technical partner PP4 will start with development of joint thematic survey based on the discussion held at the second EE event. Additionally, to the input already received at the end of S2, they will send user friendly template to partners in order to receive all the content for the Joint analysis, which will be completed in M18. The Joint analysis will be shared on DETOCS Interreg Europe website and will be presented at the event (regional and EU) where partners will be invited to participate. It will be shared with the all stakeholders for them to better understand the challenges going beyond their own region. The dedicated DETOCS social media shall be exploited in this respect also, thus providing greater opportunity for capacity building. In parallel with 3rd steering group meeting, a third EE event will take place in Malta (organized jointly by PP4 and PP5) in M17, bringing together technical partners, policy responsible authorities and RSB. At the event the AP (PP13) will present the good practice template (project version which is extension of the template provided by Interreg Europe).
After partners share their results of the third RSB meeting, and the solutions in which they are interested in, all partners will be take part in a ‘’speed date’’ facilitated by the AP (PP13). Upon their particular interest partners will be divided into to groups for a quick, 15 minutes ‘’investigation’’ of the relevant solution becoming a possible good practice example. At the end of the day partners will come to an agreement on a minimum 8 good practices. Combined study visit to a number of hotel facilities that have invested specifically in energy efficient systems and green approaches will take place as well. After the event, when each region has identified a minimum of two GP, partners start completing the GP template provided by Advisory partner. REGIONAL LEVEL: Based on their SWOT analysis partners identify the needs of their policy instruments address (and from additional policies if included into SWOT). The needs, as discussed at the 2nd RSB meeting, are gathered in a simple document (prepared by LP) helping all partners clearly to see the needs of other policy instruments coming from other regions (M13-M14). This simple document (gathering needs from all regions) will be shared with the stakeholder group in order to source regional experiences that might provide solutions to a partner need (and to become a 2991/3000
Communication As a normal procedure the CM will coordinate internal and external commination activities while each partner will be responsible for regional level communication, for providing contribution and reporting to CM (through specific event templates and news template). Next 6 partners will have to prepare one regional news on the topic addressed in the project that will be published (once every month news as in S2) on the project webspace. After the third EE event the CM will draft the 3rd newsletter with the outcomes of the events in a dynamic most interesting news article from participating regions. After the regional RSB meeting, partners will complete the event template while CM compiling all into one news article to be publish on different identified digital networks. 779/1000

By M21 all the good practices will be shared among partnership and at the end of Semester 4 these GPs will start to be peer reviewed. Partners are divided into groups by LP and advisory partner (their interest will be considered) in order to hold an online peer review. At this stage partners will know each other’s good practice example and will be able to provide a good peer review according to the guidance provided by LP and advisory partner. These peer reviews will have two effects: first the partner interested into GP will have the opportunity to get familiar with the example, to learn in detail about it and to ask additional specific questions, and second, it will provide the GP owner a final review of GP before submission into Interreg Europe database, again facilitation shall be provided by the advisory partner. After each peer review, a report will be prepared. All reports will be later summarized into a joint Peer review summary report to be published on the DETOCS Interreg Europe website. The peer review calls will continue in semester 5.
Coming to the end of semester 4 and with the good practices being already identified, project partners will organize Interregional workshop (M22) in Crete, Greece. Wider range of stakeholders will be invited to a cluster workshop (from policy authorities to chamber of commerce and tourist associations, in addition to similar Interreg Europe approved projects) in order to exchange the best practices among most relevant regional stakeholders. At the cluster workshop experienced partners will present the path of implementation of good practices in the regions to the policy instrument improvement (their past experiences will be shared in order to motivate policy authorities to implement needed changes, etc.). The fourth study visit will take participants on a tour to see energy renovated hotels (BEMS installations, solar thermal installation, etc.) with renovations that were co-financed from state grants in amount of 40-50%. REGIONAL LEVEL: In (M21) partners will host their 4th RSB meeting where all the GPs identified by the time will be shared with participants. The meeting will be organized as a discussion in order to find the best h d d dd h d d ld b f d d ld d d l h 2562/3000 Communication The second round of the news collection will start in S4, with first 6 PPs providing interesting regional project development as well as first good practices already identified.
Every month one news article will be published by CM on project webspace. The CM will draft the 4th newsletter shortly after the 4th EE event with the results of the EE experiences and with the first GPs already being identified. All PPs will share the newsletter among their regional stakeholders (as given in the stakeholder group matrix) and will translate it. During all semesters each partner will be responsible for their regional communication and to be present in regional media and report those exposures to CM. After the regional RSG meeting, partners will report the results of the meeting to CM (through templates) who will publish a joint article on the webspace as well as social media channels. During all semester, partners will use the DETOCS internal network to share their work, efforts and deliverables 1000/1000

Semester 5 (Core phase) Exchange of experience INTERREGIONAL LEVEL: At the start of semester 5, remaining good practices are peer reviewed and the report of the review sent to PP13 in order to prepare a joint peer summary review report to be published on DETOCS website and further exploited via the dedicated project social media channels. In S5, PPs update the DETOCS templates according to the suggestions and comments received during the peer review calls. Final templates are then shared on the project intranet. Facilitation to partners during the policy improvement process and stakeholder’s engagement shall be made throughout by PP13. In M28, partners will be asked to submit the GPs into IE database. This will not represent any difficulties as the template already completed will contain elements that has to be included into the database. Before the submission, PP13 will take a final check in order to assure that all the aspects of good practice are included in the IE template. By the end of S5, all GPs will be submitted in the database. In parallel, project partner start working on the joint thematic guidebook.
The technical partner PP2 will prepare a user-friendly template targeting technical partners of the consortium to provide real life examples of energy efficiency measures implemented in the tourism infrastructure with a cost-benefit analysis, demonstrating both environmental and economic impact in the short medium and long term. Partners will agree on the division of targeted infrastructure, taking into account climate diversity and other factors (like type of business). Together with the SG meeting, a fifth EE event will take place in Italy, hosted by PP8 in M29. At the meeting, partners will share the results of their 5th RSB, meaning their regional procedure of policy improvement. The event will be organized as an open discussion, each procedure being reviewed and commented on by all participants. As a common procedure, project partners will be supported by their associated policy responsible authority (if relevant) at the event and will go together on 5th study visit - touristic public and private infrastructures whit novel energy efficiency measures implemented at local and regional level and financed through ERDF. REGIONAL LEVEL: In the second half of S5, partners will start more intensively lobing the policy instruments change implementation.
They will have their 5th RSB meeting (M27), where the procedure will be agreed on how the selected GPs (from S4) will be included into regional policies, who are the stakeholders involved and what resources (if) are required. In line with project timing, the policy authorities will sign an agreement on the policy adaption and start with the improvement of the policy instrument. Technical PP9 will provide guidelines with easy to use templates on the procedure for project implementation (taking similar form as action plans). After the meeting, partners will complete the template with the input gathered from their stakeholders. 2990/3000
Communication At the start of S5, the CM will prepare a template to collect the most relevant GPs identified from all partners that will be collated into the brochure with the purpose to be distribute among regional stakeholders and to learn about efforts from other regions and relevance for adopting some GPs. Each partner will translate the brochure and print it by the end of S5. After the 5th EE event, the CM will prepare a newsletter that will be distrusted by all PPs. All partners will report their results from 5th RSB meeting, and the last 6 partners will prepare news on their regional achievement and collected Good practices examples which will be shared on project webspace and beyond, through the use of DETOCS social media channels. 736/1000

Semester 6 (Core phase) Exchange of experience INTERREGIONAL LEVEL: Technical partners will continue on their work on the guidebook, completing it by the month 34. The examples gathered into the guidebook will support the European tourism sector infrastructure towards their decarbonisation path while considering their climate and type of business. Technical partners will also provide some soft energy efficiency measures that can support tourism sector infrastructure to decarbonize (like effective and efficient energy management, energy monitoring) and also some novel ideas like virtual tourism. All project partners will translate this unique guidebook into their national language and make it available on their organization website in order to foster the decarbonisation path among their regional tourism sector infrastructre. The guidebook will be published on the DETOCS website and shall be demonstrated to an EU level audience. The guidebook will be used as a best-in-class tool to convince policy makers/authority to implement policy instruments improvements, to support tourism sector infrastructure in their transition path to decarbonisation (through energy efficiency investments) and to set some long-term goals. Final EE event of the core phase will take place in Bulgaria together with steering group meeting in M34-35 (Jointly organed by Bulgarian partners PP9 and PP10).
Partners (together with associated policy authority from SI) will share their results of regional thematic seminar, the level of actually policy implementation and next steps of this implementation. At the EE event, the monitoring template will be presented by LP. The template that will be used in Follow-up phase in order to monitor the implementation of policy change. LP will also present the Action plan, which has to be developed in case the policy improvement does not take place by the end of the core phase. The 6th study visits (hosted by Bulgarian PP) will be of an exemplar Flora Exposition Centre, touristic building that incorporates all aspect of both energy efficiency and use of RES. REGIONAL LEVEL: By M33 all partners will host regional thematic seminars in order to present the policy improvements, the good practices implemented (or envisaged to be implemented) in the region and other measures that are of interest for tourism sector infrastructure (first results of the guidebook) for their decarbonisation path. The thematic seminars will bring together on one hand policy makers and on other the targeted tourism sector into a joint environment.
These will be a great opportunity, especially for tourism sector infrastructure to learn about the policy changes/improvements, new support mechanisms, new projects to be financed, and also about possible new requirements coming from the policy improvement. 2779/3000
Communication In the final semester of the core phase, each PP will hold a project thematic conference (seminar) bringing together all regional stakeholders (from the value chain) to share the results of the project, to present good practices relevant to be transferred to the region and also to present the results of already implemented policy change. The event will be a good opportunity for different stakeholders to discuss, to agree on possible changes and for relevant organizations to learn about the novelties, about policy changes. An extensive newsletter will be developed by CM coming to the end of S6, compiling lessons learned form 6th EE event as well as most important messages from regional thematic conferences. Each PP will report the results of the 6th RSB meeting as well as the ones from the project conference to the CM who will provide an article on project website. Beside this, CM will group GPs identified and post 6 different articles on the webspace. 967/1000
