A.2 Project summary Please give a short overview of the project (in the style of a press release) focusing in particular on the issue addressed, the partnership and the overall objective. Please note that, should the project be approved, this summary will be published on the programme’s website. (In English language) EU has decided to de-carbonize its economy until 2050 due to necessity of climate change mitigation and adaptation. In parallel, it wants to increase its energy security, self-sufficiency and competitiveness. Current energy crisis has skyrocketed the prices of fuels and electricity threatening the viability and profitability of tourism infrastructure. To achieve the recovery of EU tourism infrastructure sector after the COVID-19 pandemic under the new scenery of energy crisis in a sustainable and low carbon emission way complying with EU long-term policies for de-carbonization of the economy is the main challenge addressed in DETOCS project. During the project implementation good practices are being exchanged among partner regions while the regional policies are being improved with capacity building in the participating regions and the adoption of policies that have been successful in other regions.
The project aims are: A) Facilitation of the de-carbonization of the tourism infrastructure, B) Increase their energy efficiency of tourism infrastructure, C) Increase their energy self-sufficiency of tourism sector, D) Promote new and novel types of tourism like “virtual tourism” having low energy consumption and carbon footprint, E) Assist them to cope with the current energy crisis that increases the share of energy cost in their total operational cost threatening their profitability and economic viability. 1433/2000

C.1 Issue addressed What is the common regional development issue addressed by the project? Please make sure this information is coherent with the programme specific objective you selected in section A and with the description of the policy instruments in section D. Tourism infrastructure have seriously declined and has been damaged during the last two years due to the COVID-19 pandemic, this has been further exacerbated with the now severe energy crisis.Sector recovery is necessary and crucial, as the tourism industry is extremely valuable in the EU economy. Project partners have identified a strong need to address polices in terms of support that will be provided to the tourism sector, especially as the tourism is one of the most effective sectors in the EU.From our investigation, support mechanisms for energy efficiency in tourism infrastructure will effectively decrease energy consumption, improve the carbon footprint, decrease energy bills and as an effect shall put the tourism sector on the path to decarbonisation. In doing so, this will increase the tourism sectors added value and attract more tourists. In this respect, DETOCS perfectly fits in policy objective Green Europe and SO(i) Energy efficiency and reduction of greenhouse gas emissions. 1000/1000
Why is this issue important for European regions? Please be as specific as possible (data and statistics are welcome if possible). For all EU regions tourism is a principal economic driver prior to the pandemic. In this sense, the border lockdowns of the past years have been particularly devastating, and all the EU regions are understandably keen to reboot their tourism industries ASAP. However, the return to business as normal would ultimately prove damaging and unsustainable.Instead, the tourism sector must commit to net-zero targets.Especially as the tourism sector is a carbon-intensive industry, contributing around 5% of GHG, with accommodation presenting more than 40% of this share, hence the need for DETOCS.Hotel buildings consume large amounts of energy compared with other types of buildings. The annual energy consumption in hotels is estimated at 305-330KWh/m2 and annual CO2 emissions at 160-200kgCO2/m2 (UNWTO).Most of the energy consumed in hotels is derived from fossil fuels while the contribution of RES and low carbon energy sources is so far limited. The potential of energy efficiency in hotels is also high. 1000/1000
How does the project contribute to the EU Cohesion policy? Does it also contribute to other European strategies or policies? DETOCS clearly contributes to EU Cohesion policy, to the PO2:A greener,low-carbon Europe as it promotes clean and sustainable energy transition of tourism infrastructure. In order to promote the achievement of a climate-neutral Union by 2050, the targeted polices will contribute to reducing GHG with new investments in energy efficiency, energy saving schemes and sustainable renewable energy as set in Directive (EU)2018/2001.The project will have a direct impact on achieving the EU Cohesion result: RCR 26-Annual primary energy consumption. DETOCS will directly contribute to the EU strategy for sustainable tourism, which stressed the need to support the tourism industry in improving the energy efficiency of buildings by incentivising the transformation to Nearly Zero Energy Buildings (EU Directive 2018/844). It also complies with the new EU strategy for achieving a zero-carbon emissions building stock by 2050 according to the proposal to the European parliament (Brussels, 15/12/2021). 1000/1000
C.2 Project’s overall objective The project’s overall objective is to improve the implementation of regional development policies in the field of Greener Europe (policy objective 2), in particular to improve the policy instruments described in section D of the present application. Please further describe the project’s overall objective below. The EU has decided to decarbonise its economy, setting a 2050 target due to necessity of climate change mitigation and adaptation. In parallel, the EU wants to increase its energy security, self-sufficiency and competitiveness (PO2). The current energy crisis has had the effect of energy costs skyrocketing threatening the viability and profitability of tourism accommodation, hence there requires improvement made, starting with regional polices that set the tourism sector on the path to decarbonisation. Assisting tourism infrastructure on the path to decarbonisation shall support recovery of the sector. The main objective of DETOCS is sustainable and low carbon transition supporting environmental and economic targets. Through interregional cooperation regions will identify, share and transfer innovative methodologies, processes and good practices on improving energy efficiency in truistical infrastructure what will directly contribute to PO 2 and SO (i). 968/1000
C.3 Project innovative character Please explain the innovative character of the project and of its expected results, in particular in comparison to similar initiatives/projects you are aware of. https://portal.interregeurope.eu/projects/411/print-view

Portal Interreg Europe
Energy efficiency (EE) and decarbonisation of tourism infrastructure requires an appropriate and attractive legislative framework as well as innovative measures targeting both industry and consumers, something that have not yet been tackled by Interreg Europe projects. And therefore, specific focus of DETOCS is on touristic sector, unlike SMEPlus project focusing on industrial SMEs, RESINDUSTRY with targeting use of RES in high-intensive industry or BUILD2LC focusing on SMEs in building sector. However,DETOCS partnership was strategically formed, with the LP and PP13 bringing knowledge gain with working on EE through SME POWER. SME POWER, although targeting wider field of SMEs,has identified valuable good practices and solutions useful for stakeholders’ engagement. The expected results of the project will: -de-carbonize the tourism sector -increase its competitiveness -increase its energy security and self-sufficiency -increase its energy resilience and its adaptation to climate change. 1000/1000
For projects deriving from past Interreg experiences (follow-up projects), please clarify the added-value of this cooperation compared to the previous experience. Some regions participating in DETOCS have already worked together in the successful ZEROCO2 project. ZEROC02 jointly addressed EE and use of RES in public sector. However, DETOCS is not a follow-up to ZEROCO2.Although addressing EE, the current project is targeting essentially the private sector, which is facing different problems and challenges than the public sector. The experience gained from ZEROCO2 project regarding the benign energy technologies and their economics will be also valuable in this project. In DETOCS new policy instruments will be addressed in order to deliver a positive long-term and sustainable impact on the reduction of CO2 emissions in tourism infrastructure, taking also account of the effects of COVID-19 recovery and the current energy crisis. Due to the nature of DETOCS a completely new focus of regional stakeholder groups will be created, although the previous experience shall be necessary to accelerate thinking on good practices and ultimately action plans. 999/1000
C.4 Project approach Please describe the approach/methodology adopted to achieve the project’s objectives within the core phase. How is the learning process organised at regional and interregional levels? If applicable, please describe the different steps you envisage to reach the project’s objective. What is the purpose of the different types of activities proposed? In particular, how do they contribute to individual and/or organisational learning? How are these activities interrelated? How do you ensure the involvement of stakeholders in the learning process?

DETOCS applies a methodology of interregional exchange of experiences with multidimensional aspect of the learning process. All the planned activities are following different levels of learnings: learning at individual and organizational level to stakeholders’ organizations learning. The involvement of regional stakeholder boards at various stages of the project will ensure effective knowledge transfer between participating regions. During the project implementation good practices will be identified and exchanged among PP regions, while the regional policies will be improved ensuring capacity building in the participating regions with the adoption of policies that have been successful in other regions. The project will follow a holistic approach focusing on energy efficiency and decarbonisation of tourism infrastructure.
The core phase activities are structured in three steps: STEP 1–mapping of regional situations (SWOT & PESTEL): - Creation of regional stakeholder’s board (RSBs) - SWOT & PESTEL analysis that are co-created with the RSBs: i) Analysis of policy instruments addressed as well as other policies and instruments relevant for the topic addressed (typical SWOT and PESTEL procedure) ii) Weaknesses presenting needs in the regions while strengths being possible new good practice examples -Joint thematic survey (common territorial issues) STEP 2–Identification of Good practices and study visits: -Identification of good practice examples: i) Policies and good practices promoting the energy efficiency use of decarbonisation energy technologies (including passive and active energy saving technologies and techniques as well as use of RES for heat, cooling and electricity generation) regarding buildings, machinery and equipment of various types of tourism infrastructure, ii) Policies promoting the behavioural changes of tourists and the staff in the above-mentioned tourism infrastructure sector, iii) Policies promoting “virtual tourism” as a new innovative type of tourism with low energy consumption and low carbon emissions, and iv) Providing guidelines with a list of successful energy policies and good practices identified in various regions to policy makers as well as to entrepreneurs
assisting them to increase the energy and environmental sustainability, reduce their energy cost and increase their energy efficiency as well as energy security and self-sufficiency in the above-mentioned enterprises. - Peer review of identified Good practice examples - Site visits with involvement of RSBs. STEP 3–Transferring of lessons learn from STEP 1 and 2 - policy change: i) Regular RSB meetings with intensively lobbying, ii)Thematic seminars with bringing together policy makers and targeted tourism sector in a joint environment, to assure both parties are agreed on policy change and to learn about the new supports triggered by the policy changes, other opportunities and good practices (supported by the Guidebook). PARTNERSHIP approach: Partners from West and North EU regions, as being more developed in the decarbonisation of the tourism sector, will support partners from East and South regions in implementing new measures in the policy instruments addressed, adapting identified good practices in their region. They will also provide and support less developed regions in transferring new innovative funding schemes, tools, methods and other financial incentives to their regions and will support the policy responsible authorities in the path of decarbonisation of the tourism sector.
On the other hand, DETOCS consortium consists of two types of partners, technical partners and policy authority partners. It is most important that technical partners directly support policy h h f l h l h l k fk l d bl l h d ' h h dd b ll h 4000/4000 Please explain the approach/methodology envisaged for the follow-up phase (i.e. last year of the project)? To what extent are the stakeholders expected to be involved in the follow-up phase? The follow-up phase will be dedicated to evaluating and monitoring the effects of policy improvements and examining if policy improvements are achieving the set objectives. In doing so, the results will be assured while the exchange of experiences process will be come to an end. In other words, partners achieving the policy improvement in the core phase will monitor the effects of improvements in their region. As a contingency, partners not successful in the core phase, will utilise the additional follow-up phase providing them more time to achieve planned policy improvement through the elaboration and implementation of local and regional action plans. At the end of the core phase, the project monitoring tool will be developed which will be updated by project partners on a three-month bass in the follow-up phase. This will assure visibility of their achievement at project level and beyond. 903/1000

D.1 Policy instrument 1 D.1.1 Territorial context and general description D.1.1.1 Territorial context What is the state of play of the issue addressed by the project in the territory covered by the policy instrument? Which challenge needs to be overcome in this territory? Please be as specific as possible and provide detailed information on the characteristics of the territory. Recovery and economic development after the covida-19 epidemic will have to be linked to a faster transition to a low-carbon circular economy and, in line with key strategic documents at the national level, pave the way for climate neutrality by 2050. In past years a systematic progress in reducing GHG emissions has not been achieved and if Municipality Ptuj wants to reach local, national and EU goals, the Local energy concept has to redirect focus from public sector and householding sector to private, most importantly to touristic sector. By year 2022, majority of Ptuj’s public buildings have been energy renovated, while the touristic infrastructure left behind. LEC should pay special emphasis to the touristic buildings that are cultural heritage buildings, as they represent a majority of the share of touristic buildings in Municipality Ptuj.
At this point LEASP as LEC developer and Municipality Ptuj don’t have knowledge and expertise with the energy transition in historical buildings particularly, and the LEC (policy instrument) have not been adjusted. In this respect, Interreg Europe present a great environment to learn about good practices form other regions on supports that are given to touristic sector, new solutions (like virtual tourism), how to change user behaviour and other soft energy efficiency measures that are supporting touristic sector in their decarbonation path. 1404/1500
