During the 135th Session of the Committee of Ministers on 14 and 15 May 2026, the Enlarged Partial Agreement on the Management Committee of the Special Tribunal on the Crime of Aggression against Ukraine (STCA) is anticipated to be adopted. The STCA is of great significance for delivering justice to the Ukrainian people. Furthermore, it represents an important contribution to the fight against impunity and to strengthening accountability and the international legal order. We welcome the careful and inclusive process undertaken to establish the STCA. On behalf of The Municipality of The Hague, I wish to express our full support for the establishment of the STCA and with the next steps towards operational functionality. As the International City of Peace and Justice, The Hague is globally recognised as a trusted host for international institutions dedicated to accountability, cooperation and the rule of law.
