The Hague: A Student City for Everyone Action Plan by D66 The Hague for International Students The Hague is the International City of Peace and Justice. We are proud of this. An important part of our city are the international students. International students are a vital part of our city and actively contribute to it. They live in student housing, work part-time in the hospitality industry, attend classes, sometimes study late into the night in the library, and enjoy the vibrant nightlife with their friends. They bring new knowledge, experience, and perspectives. They contribute to the international character of our city, play a key role in our ambitions to be a knowledge city, and are the current and future workforce in our economy. International students make our city more dynamic, vibrant, and future-oriented. Without international students, there is no International City of Peace and Justice. However valuable we find international students, their life here can sometimes be difficult. International students, just like Dutch students, face many challenges. From housing shortages to mental health issues, and from a lack of fun student pubs to inadequate information. But for international students, who are often living in an entirely new country for the first time, it is even harder to find solutions to these problems.

That is why the D66 faction has engaged in conversations with international students in The Hague. Unfortunately, this is something that happens too little for this large group. From these conversations, it became clear that the problems are significant, and students are eager for help. There is work to be done. We are aware that not everything international students face falls under the municipality's authority. However, D66 is convinced that there are areas where the municipality of The Hague can make a real difference for international students. This action plan outlines the challenges international students face in The Hague and what the municipality can do to improve their position. If we truly want to be the International City of Peace and Justice, we must do more to make our international students feel welcome here.

1. Proper Information Provision A common thread in the challenges faced by international students in The Hague is the lack of clear and accessible information. Much more can be done to not only welcome our new city residents but also to help them get started and protect them from scams. When international students begin their studies in The Hague, they receive the Welcome to The Hague student guide from The Hague International Centre. This guide outlines what they need to arrange, but often lacks concrete instructions on how to do so. Additionally, the information about learning Dutch is limited. Students indicate a need for more detailed and clear explanations. For example, the guide contains only a brief warning about housing fraud, whereas students want to know what is and isn't allowed, how to recognize scams, and how to avoid them. D66 The Hague proposes adding a clear, practical manual to the guide, for example in the form of infographics. Think of visual roadmaps explaining how to take out health insurance, find a general practitioner, open a bank account, and recognize fraud. This would make the information more understandable and accessible. The infographics could also be distributed separately from the guide and serve as a foundation for broader information provision.

International students face many practical matters when arriving in a new country. Think of finding housing, arranging health insurance, or applying for a BSN (citizen service number). The following actions should be taken: - Proactively reach out to international students through communication campaigns and within their own environments (such as social media and locations frequently visited by international students), to inform them about the practical matters they need to arrange when studying in The Hague. - Add practical guides and roadmaps to the Welcome to The Hague Student Guide, covering topics like housing, health insurance, general practitioners, bank accounts, and how to recognize scams. - Distribute these infographics more broadly than just through the guide—for example, via social media and at educational institutions. Ensure multilingual versions are available. - Develop communication with international students, not just about them. - Create an e-learning module for international students explaining what they need to arrange before coming to study in the Netherlands. The e-learning developed by the Dienst Uitvoering Onderwijs (DUO) for students from the Caribbean Netherlands can serve as inspiration.

2. One Physical Help Desk for International Students When international students come to the Netherlands to study, they are often still unfamiliar with the country. As a result, they tend to have many questions. For example: Where can I find a psychologist? How do I take out health insurance? How can I avoid being scammed while looking for a room? Many students don’t know where to turn for answers. The Jongeren Informatie Punt (JIP) often comes into contact with international students who have these kinds of questions. Unfortunately, they do not have the resources or capacity to provide the necessary support to these students. Nevertheless, it is important that there is a place where international students can go for help. D66 The Hague therefore calls for the establishment of a central help desk for international students in The Hague. This help desk should be a physical location where students can ask any questions they have, receive guidance, and be connected to the appropriate services or organizations. The aim is to offer support that truly considers the students’ needs and provides tailored assistance.

There are various organizations, websites, and locations that international students can turn to for practical questions. But where do you go if you can't find a general practitioner, experience discrimination at work, fall victim to a housing scam, or are at risk of becoming homeless? Information is scattered, and students are often told that organizations cannot help them directly but can only refer them elsewhere. The following actions should be taken: -

-

-

Establish a physical help desk where international students can go with all their practical and personal questions. Choose a location that is close to the students’ daily environment. For example, at The Hague University of Applied Sciences or the Leiden University campus in The Hague. Ensure that all relevant organizations such as DUWO, DUO, educational institutions, the Jongeren Informatie Punt (JIP), the Municipality of The Hague, and Hadoks (local GP network), are connected to this help desk, and that the information they provide is coordinated. This way, the help desk can go beyond referrals and actually take action when needed. Connect students with relevant organizations and support networks. Involve study and student associations in sharing information about these organizations and networks with their members.

3. Every Student Deserves an Affordable Student Home Finding housing is a challenge for all students, and international students are no exception. While this issue affects all students, we have identified several specific challenges that international students face. There is a shortage of student housing, and the available options are limited and expensive. Moreover, international students receive little support in their search for accommodation. Due to rental laws and regulations, many international students are offered only one-year contracts. This means they must find a new place to live each year, leading to a cycle of moving from room to room. Each time, they face the risk of being unable to secure housing, with some at risk of ending up on the streets. The lack of a personal network or safety net in the Netherlands makes the situation even more difficult. Finding a room is already hard, and this uncertainty causes significant stress and pressure. Many international students are forced to rely on personal connections to find housing.

International students are also at significant risk of falling victim to scams. There are many fake advertisements and fraudulent profiles targeting students, often costing them large sums of money. The urgency of their housing situation and fear of ending up on the street makes international students especially vulnerable to these traps. Many housing agencies and private landlords either refuse to rent to students altogether or only accept Dutch students. As a result, international students are excluded, and their chances of finding housing in an already tight market are significantly lower. The following actions should be taken: -

-

Address the issue of one-year rental contracts. Clearly communicate to students, both from DUWO and private landlords, that many contracts are only valid for one year. Invest in more affordable student housing that is also accessible to international students. Launch a campaign to combat housing scams and make it easy for students to report fraud. Collaborate with educational institutions, DUWO, and private landlords to combat discrimination and provide information on the rights and responsibilities of international students.

4. Reporting Point for Discrimination Discrimination when trying to find a part-time job, a place to live, or when organizing events for student associations unfortunately, this is a common reality for many international students. In conversations, students reported experiencing frequent discrimination. On the job market, they are often given fewer opportunities because employers prefer Dutchspeaking students. If a position genuinely requires Dutch language skills, that is understandable. However, many international students are looking for work in the hospitality sector, where speaking English is often more than sufficient. Discrimination also occurs when looking for housing international students frequently encounter landlords or agencies who prefer Dutch tenants. Even when they try to organize events or parties, international students often feel they are being turned away or not taken seriously.

In addition to challenges with work and housing, international students also feel that universities tend to prioritize Dutch students. The current national policy aiming to limit the intake of international students further contributes to their sense of not being welcome. When they seek help, students often feel that Dutch-speaking students are assisted more quickly or thoroughly. The following actions should be taken: -

-

Increase awareness and accessibility of discrimination reporting points for international students (such as discriminatie.nl, formerly known as Den Haag Meldt). Make it clear that these services are also available to and supportive of international students. Encourage anti-discrimination policies among employers, landlords, and educational institutions. Organize awareness campaigns about inclusivity and equal opportunities, both within and outside the university environment.

5. Social and Nightlife After a busy week of lectures and exams, students naturally want to unwind. However, in The Hague, there is a perceived lack of vibrant nightlife venues that are welcoming to everyone and affordable. A social life is something many international students in The Hague actively seek. Many join study, student, or sports associations. A large number of international students are also involved in organizing activities for these associations. The social and nightlife scene is an important aspect of life for international students. In the evenings, students often attend house parties, and popular venues include Paard, De Gekke Geit, PIP, Grey Space, and O’Casey’s. Still, many international students express a desire for more options, such as queer/gay bars, greater musical diversity, and thematic parties. The new student association MUNDUZ has been warmly received by the international community. Students are pleased to have a space that focuses more on the social lives of international students.

International students face several challenges when trying to organize external events. Finding an affordable venue is often difficult, and using English as the main language is sometimes perceived as a barrier. Students also frequently report being told that international students are not welcome at certain locations. In addition, international students feel there is a lack of musical diversity, themed parties, and nightlife venues that cater to the queer and LGBTQ+ community. This is not only a concern among international students, but also among many Dutch students in The Hague. The following actions should be taken: -

-

-

Create more diverse nightlife options, including queer/LGBTQ+ bars and thematic parties. The Municipality of The Hague should initiate dialogue with local hospitality entrepreneurs to explore these possibilities. (International) students are and will remain an important target group in the further development of the night vision. Involve this group in the evaluation of the vision. Provide affordable venues for student-led initiatives and encourage hospitality businesses to use English-language communication. Organize a dialogue between international students and hospitality entrepreneurs (e.g. in collaboration with Koninklijke Horeca Nederland, The Hague chapter) to discuss nightlife needs and opportunities.

6. Mental Health Many students struggle with their mental health. Starting life in a new country, in a new city where you don't speak the language, can make things particularly difficult. Additionally, international students often don’t know where to go for help, and the waiting lists for mental health support are long and often not available in English. Mental health is a significant concern among international students. They face numerous obstacles in accessing the right mental health support. The process is often unclear and inaccessible to them, which makes it harder to get the help they need. This support is especially crucial for international students, who are often alone in the Netherlands with little to no support network. If this group is not properly supported, they risk feeling very isolated and lonely. There is a shortage of psychologists who are available to help international students. Those who are available often have long waiting times, sometimes ranging from 9 months to a year. The process of accessing help is complicated, and it takes many steps before any assistance is provided. Communication is also lacking, which adds to the frustration.

International students often receive little to no response, leaving them feeling ignored. When responses do come, they are often impersonal. As a result, students experience a lack of supportive opportunities, such as informal support and peer discussion groups. Additionally, there is a language barrier. Although support should be available in multiple languages, international students often feel excluded and don’t know where to turn for help. The following actions should be taken: -

-

Increase the availability of English-speaking psychologists. Consider hiring a dedicated student psychologist specifically for international students. Create an English-language peer support group and leverage the expertise of people with lived experience. Existing initiatives, such as the Experience Cafés by Love Your Mind, can serve as a good example. Simplify the process for accessing mental health support, shorten waiting times, and improve communication with international students. Make The Hague Student Psychologists accessible and available to all students, including international students.

7. Health Insurance and General Practitioner Care International students report difficulty in finding and obtaining the right healthcare, with some even being uninsured, despite the fact that accidents can happen at any time. International students in The Hague experience various challenges, particularly when applying for health insurance. It is unclear where to get insurance, what the requirements are, and which organization to approach for help or information. Communication with health insurers and other involved parties is often poor. Available information, such as city guides from The Hague or university materials, provides insufficient guidance. Many students also do not have a general practitioner (GP), and the role of the GP in the Dutch healthcare system is not well understood. The shortage of GPs makes it difficult to secure a spot, meaning students are unable to access medical care when needed. While there are GPs who specialize in serving international students, it is not clear to international students which GPs offer such services.

De volgende acties moeten ondernomen worden: -

-

The following actions should be taken: -

-

Provide clear explanations of the Dutch healthcare system, how to obtain health insurance, and how to find a general practitioner. Make sure this information also reaches the students. Collaborate with local healthcare institutions to improve accessibility for international students. Create an overview of GPs available for international students. Engage in discussions with Hadoks to map out which doctors are accessible and specialized for international students.

8. Structural Representation International students feel that there is more being discussed about them than with them. It is essential to enable international students to have a voice in student policies in The Hague. These students are part of the city. One of the most frequently discussed topics in the city council is the need for participation. Everyone in the city should be able to contribute to discussions about the city. While international students may not be Dutch, that does not change the fact that they live, work, and study here. International students also face challenges and have valuable, innovative ideas for the city. These voices need to be heard. With the proposed actions in this plan, The Hague will take steps toward becoming a welcoming, inclusive, and future-proof student city, where international students feel supported and are empowered to contribute to the unique character of the city.

De volgende acties moeten ondernomen worden: -

-

-

The following actions should be taken: -

-

-

Work with the student officer and the Hague Chamber of Associations to explore ways of giving international students a voice within the municipality of The Hague. Create a dedicated table within the "Platform Students and City" specifically for international students. This will allow the issues faced by this group to be better identified and addressed. Organize an annual central introduction week and establish regular meetings with international students to discuss their needs and experiences.

Taking Action International students are not visitors, but full-fledged residents of our city. They enrich The Hague with their talent, diversity, and international perspective. It is time for us to act accordingly. With this action plan, D66 The Hague calls on the municipality, educational institutions, social partners, and businesses to work together toward creating a city where international students feel welcome, heard, and supported. The challenges are clear, and the solutions are within reach. Let us invest in better information, more affordable student housing, accessible healthcare and mental health support, an inclusive social and nightlife scene, and structural representation. Let us actively fight discrimination and reduce the barriers to participation. International students contribute to the future of The Hague. Let us ensure that they can not only study here, but also feel at home.
